UN Security Council Meeting at Foreign Minister Level:
Bilateral with the Chinese Foreign Minister
The Secretary of State saw over the weekend your submission of 14 May. If the Security Council Ministerial takes place (and there is still a questionmark over this), the day is likely to be pretty full with business on Bosnia. The Secretary of State has concluded, therefore, that he cannot offer a 90 minute bilateral meeting. But, if the meeting happens, and Qian Qichen attends, the Secretary of State would like to have 15 minutes with him in the margins to urge the Chinese to come forward with practical proposals for our bilateral talks in Peking, and to look forward to a later substantial meeting with him. Hong Kong Department are re-drafting the telegram in the light of this.
