1. It is still not certain that the Security Council meeting at
Foreign Minister level will take place on 21 May. If it does,
the Secretary of State will attend.! Before we received your
telnos 665 and 666 with Qian's reply to the Secretary of State's
recent message, we had consulted the Secretary of State about a
