Peking, with all the attendant dangers of being sucked into the Hong Kong negotiations. If we were to consider a brief stopover in Peking it would have to be structured to minimise those risks.

We have not reached any conclusions at this stage, but the matter should be reviewed after the next round of Hong Kong talks. In the meantime it would be helpful to have any reactions: or any relevant information about Qian's likely movements. Our strong preference, if a meeting is to
be held, would be for an encounter on neutral ground.
