the sixth round of talks, 23-25 June. Peking telno 823 (490
recommends that Sir R McLaren make some informal enquiries about
whether Qian Qichen might be available on 9 July, in order that
we can keep open the possibility of a visit by the Secretary of
State.

Recommendation
2.
I recommend that we should agree with these proposals and I submit a draft reply. The Governor of Hong Kong is content.
Argument
3. Sir R McLaren's recommendation, that in the sixth round we
should continue our campaign to persuade the Chinese to give us their ideas, is consistent with the strategy that Ministers have
approved. It is also sensible, as he proposes, to try to agree where we can to isolate points of disagreement on each issue and
to leave these on one side while moving to other issues.
