Article 18(10) of the Fund Convention

Convention states that (subject to Article 26) the functions of the IOPC Assembly shall be:-

"to determine which non-Contracting States and which international non-governmental organisations shall be admmitted to take part, without voting rights, in meetings of the Assembly, the Executive Committee, and subsidiary bodies"

Hong Kong is a party to the Convention by virtue of the extension of the Convention to Hong Kong by the United Kingdom. It is not, however, a "State", neither does Hong Kong fall into any other category listed in Article 18(10). This is therefore a similar situation to the London Convention (on marine dumping) where Hong Kong is, nevertheless, invited to attend as an

"Associate Member of IMO".
