I attach a draft letter to send to Mr Wong, Assistant Postmaster General (Telecomms), notifying him of our intention to ratify the above and asking whether Hong
Hong Kong would wish to associated with HMG's instrument of ratification.

I have modified the draft letter slightly to take account of Mr Parker's (FCO legal adviser) helpful comments in his minute of 24 June. I would would welcome any further views.
I note that the letter to Mr Wong notifying HMG's intention to ratify the Nice CS/CV went from this Department but that the subsequent exchange of correspondence about Hong Kong's association with the UK istrument of ratification and the need to consult China was, quite understandably, between Hong Kong Post Office (HKPO) and the FCO. Would it be more apropriate for the FCO to send this letter?
