BUMMARY OF MAIN CONFERENCE DECISIONS

ITU Additional Plenipotentiary Conference (APP) was convened in December 1992 to consider the recommendations of the High Level Review Committee (HLC) which met between 1989 -1981 to examine and recommend ways of improving the structure and functioning of the Union. (The Plenipotentiary Conference is the supreme decision making forum of the Union).

The "Final Acts" of the APP reflect the decisions of the Conference in the form of recommendations and a revised Constitution, Convention and Optional Protocol.

Structure of the ITU:
The Union to be made up of S'ndardisation, Radiocommunication and Development sectors, each its supporting infrastructure of conferences, advisory and study groups. Each sector to have a secretariat (Buru) in Geneva, headed by an elected Director.

Allocation of work between Radio and Standards: A clear review mechanism was agreed to facilitate the transfer of work related to standards from the Radiocommunications sector to the Standardisation sector
sector together with an agreement to allow further consideration at the Plenipotentiary Conference in 1994 of any changes required beyond this.
Part time Radio Regulation Board: To replace the 5 full time members, whose job is to help in the coordination of the use of frequencies and in the resolution of disputes arising, with 9 part-time members, thus saving some overheads and widening the Board's perspective.
Post APP Arrangements: It was agreed that the new structure of 3 sectors would be implemented from beginning 1993 and the World Telecommunications Standardisation Conference and Radiocommunications Assembly to be held in 1993 would adopt the new arrangements as would the Development Conference to be held in March 1994.
