HONG KONG: RATIFICATION OF THE CLIMATE CHANGE CONVENTION.
1. We have discussed Hong Kong's status under the Convention before and after 1997. I minuted to you on 21 January (copy attached) and would be grateful to receive soon, if possible by 29 July (when I go on leave), advice on this issue.
2. The need for guidance is now urgent. We have asked (Mr Bone's circular letter of 9 July to Governors) for a reply about Dependencies ratification by 31 August. I should like to get substantive advice to Hong Kong in time for them to consider this further before our own deadline.
3. You also indicated that you would consider the legal status of Dependencies classification as Developing countries under various Conventions. This issue is not so urgent, although it would be helpful to have your thoughts on this in advance of the Climate Change IGC meeting in Geneva from 16-27 August.
