You asked for comment on the letter to you of 7 July '93 from CC Leung of the Government Secretariat Hong Kong, who wrote to ask that Miss Alice Tai should be included in the UK delegation for the Governing Bodies meeting.

As far as I am concerned there is no problem, provided that the condition agreed for previous participation in Committees of Experts and the Patent Law Diplomatic Conference is observed; i.e. that if the Hong Kong representative wishes to intervene at any point of the debate, the substance of the proposed remarks must first be cleared with the leader of the delegation.

However, in addition to dealing with technical matters, the Governing Bodies invariably address "political" issues, such as the WIPO programme, contribution levels, voting rights, inclusion of particular countries in the work and so on. I think you should take views from FCO (UN Department?) and the mission in Geneva before we agree.
