There is of course no question of our taking action against visitors of this kind, provided they do not engage in overt political activities. Professor Weng has assured us that the group will not publicise their visit and that its meetings will be private. It is after all in Hong Kong's interest that Taiwan's post-1997 policies towards it reflect Hong Kong realities, and minimise disruption.
5. But this will remain a sensitive issue both for China and, no doubt, for Taiwan. Further such visits will attract further complaints. If they include senior officials and/or public activity, we may need to consider taking action. We therefore hope that the Taiwan authorities will in their own interest as well as ours manage the Hong Kong dimension of this exercise in as discrete a manner as possible.
6. Anything BTCO Taipei can do to exert influence in this direction would therefore be helpful, as would any advance warning of further activities in Hong Kong related to this exercise.
