Thank you for copying to me your minute of 3 December to Mr Begbie. It strikes me that the topic you suggest would be of great interest to me and others in HKD. It seems that, particularly in the light of recent shifts in political opinions in Taiwan, the theory that China cannot afford not to deliver on "one-country, two-systems" is no longer on such firm ground.
