1. I attach some self-explanatory papers we have just received from the FCO. As you will see from them, there seems to be a possibility that you will receive an approach from the Taipei Representative Office in London, proposing a call on the Hong Kong Government Office by Mr William Li, Director of the Hong Kong and Macau Affairs Department of the Executive Yuan in Taiwan.

You will not be surprised to learn that we think such a meeting would be a very bad idea. Please decline the request if it comes. For your information, we refused Mr Li entry to Hong Kong in April 1991 following statements he had made to the press saying that he would be calling, in his official capacity, on HKG Officials, including the PA. In his visa application, he had said that his visa would be private.
