The decision is for you, but our inclination would be to issue visas on the usual basis. We assume however that HKG will not wish to have any contact, even unofficial, with the Taiwan Minister of Labour in present circumstances. In view of the possible Linkage to the BAe JV if you decide against contact (and even more SO should you decide to refuse visas) it would be helpful if you could let the Taiwanese down as gently as possible.
