Edgar Cheng told me at dinner last night that, as one of the Advisers to the Chinese Government, he had been invited to a meeting with Lu Ping in early February at which he believes the main issue for discussion will be the setting up of some sort of Transition Committee. Although this might be presented in some quarters as a shadow government, he did not for a moment believe that it would have any functions. He took the view that a Transition Committee would have to be established in due course anyway and that the main thing was to ensure that representation on it was properly balanced and did not consist just of Chinese stooges.
I am not clear whether this is a new development or something which has been known of for a long time.
