far-reaching implications on Hong Kong in the following major
aspects:-
(a) HK's
scope
for
sustainable development,
particulary in terms of the provision of port and transport infrastructure to serve China's needs;
(b)
planning and development of NWNT as well as the
territorial development strategy;
(c)
(a)
port facilities in general and proposed port development in Tuen Mun;
border and other security considerations; and
(e) financial implications for associated and
competing facilities (RAE).

The project has attracted considerable media and public interest. In May, Tuen Mun District Board visited Zhuhai and was briefed by the Mayor of Zhuhai.

HKG has not been formally approached by the Chinese side. The position of the Chinese Central Government is not clear. The Administration has so far not taken any action, other than taking this cursory look at the project. However, in view of the likely wide-ranging and far-reaching implications for Hong Kong, Members are invited to discuss HKG's stand on the matter and consider the way forward.
