Thoughts towards Stage II

1.17 In this Executive Summary, as part of the accompanying commentary, references are made to those areas where Hong Kong is able to help overcome any weaknesses. These comments do not attempt to pre-empt the conclusions of Stage II. Their incorporation is intended to be thought provoking, and should be viewed in the context of two questions that the Consultants have come to realise will have much bearing on the conclusions for Stage II, viz:

(a)

to what extent can development in Guangdong be viewed as an opportunity for Hong Kong businessmen and to what extent is the further development of Guangdong likely now simply to lead to more competition? - the Consultants

(b)

have come to realise that the dividing line between these two, very opposite, phenomena is very "thin" - different industries may, of course, develop in different directions; and

what does one mean when one says that one seeks to maximise the benefits to Hong Kong - is one referring to a desire to maximise the well-being of the people that presently live in the Territory or is one referring to a prosperity that is more related to economic activities that occur within the territorial limits? the Consultants believe that these are two very different goals, and that the policies of Government would be very different depending on which goal they chose to adopt.

1.18 The outcome of the first question, although important, is only partly within the control of Hong Kong people. The Government of Hong Kong must, however, decide which of the second goals it is aiming at.

1.19 The infrastructural and other links that should be made with Guangdong and which will be considered further in Stage II will largely depend on a perceived notion of the outcome to the first question and the view one takes as to the correct goal for the second. The Consultants' analyses in Stage II may, therefore, have to take into account alternatives. The final development scenarios that are put forward may have rather different implications for Hong Hong, depending on which of the above views are presumed.
