On 31 July 1992, LDPC agreed that the study should be carried out in two stages the first stage involving mainly data

collection and analysis (objectives (a) and (b)) and the second

stage involving building growth scenarios and assessing their

implications for Hong Hong (objective (c)). It also agreed that

a report on Stage I work should be submitted to the Committee for

consideration before proceeding to the second stage. It was

considered that the second stage might involve contacts with

Chinese agencies and it would be necessary to consider the kind

of information required from the Chinese before approaching them.

Stage 1 Report

Work on the Stage 1 studies covering (a) and (b) of

para. 4 has now been completed. For task (a) two topographical

plans have been produced. The first is at a scale of 1 : 1 million covering the whole of Guangdong Province. The second,

produced from satellite imagery at a scale of 1: 150,000, covers

the PRD and also shows the historical patterns of development since 1986. For task (b), a report comprising six volumes has

been produced covering provincial, county, municipal and special economic zone jurisdictions. An analysis of the

the principal Strengths, Weaknesses, Opportunities and Constraints (SWOT) for continued development in Guangdong is presented in Volume 1, a

copy of which is circulated with this report. Volumes II to VI contain eleven Appendices, within which the main topics relate

to Policy Parameters, Socio-economic Analyses, Economic Audit of

the Agricultural, Industrial and Service Sectors, Infrastructure,

Environmental Conditions, Urban Development, Laws & Regulations

and Principal Geographic Features. Copies of the Appendices are available on request.
