The MAC has decided to amend regulations governing employment of mainland fishermen by allowing them to work on Taiwan offshore boats, as well as on deep-sea fishing boats, according to LT (24 Oct). The number of mainland fishermen is

not to exceed 50% of total crew members; their term of employment should be not more than 1 year; and they should not be permitted to enter Taiwan except in emergency.

Huang Shun-hsing, a former county magistrate on Taiwan who went to the PRC in 1985 and became a member of the Standing Committee of the National People's Congress in 1986, returned to Taiwan on 26 October (Taiwan media reports 26 Oct).

American President Lines paid a fine of NT$3m for violating regulations on Bicoastal Regulations by running a regular shipping service between Taiwan and the PRC. The company was reported to have submitted a petition to the Ministry of Transport and Communications proposing a lifting of the ban on direct shipments between the two sides of the Strait (IMP 14 Oct).

An "association to promote small scale free links across the Taiwan Strait" proposed that Jinmen (Quemoy) and Matsu should be designated "cross-strait peace experimental

areas" (CT 26 Oct).

According to a Xinhua report, quoting Taipei sources, the Ministry of Economic Affairs in Taiwan announced that in the first half of this year 40% of Taiwan's foreign investment went

to the mainland (WWP 17 Nov).
