Ministry considered the term "one China" as "vague" since the
international community referred to the PRC as China. The formulation "one divided China" was suggested as a possible alternative (IMP 23 Sept).

MAC Chairman Huang Kun-hui said that the Taiwan
authorities would not agree to direct flights across the Strait
until the Chinese communists renounced the use of force against Taiwan (UDN 26 Sept).

The MAC has relaxed restrictions on visits by scholars
from PRC universities and by officials in certain cultural agencies under the PRC State Council (LT 28 Sept).

The text of regulations issued by the PRC Ministry of
Foreign trade and Economic Co-operation on small-volume trade with Taiwan (covering shipments up to US$100,000) was published in PDOE of 13 October. The regulations maintain a stipulation that vessels and goods involved must not bear marks violating the "one China" principle.

A delegation of Taiwan's Council for Industrial and
Commercial Development put forward a 15-point proposal including points on the protection of investments, patents and intellectual property rights during a visit to Peking (CNA 20

by Hsu Sheng-fa (a Kuomintang Central Committee member) called
on Jiang Zemin and Li Langing during a visit to Peking (Xinhua
