with Shenzhen's proposal that talks should be reopened and work

should soon be started, had said that a new assessment must

first be made of the environmental impact. The Shenzhen side

disagreed with Hong Kong's insistence on assessing the total environmental impact and advocated a more rapid approach using the technical materials already available without compromising the environmental requirements. The Chinese side had proposed carrying out the environmental impact assessment at the same

time as the first stage of engineering work, but agreement had

not been reached on this, and the Chinese side had then proposed

spending six months on an environmental assessment of the first

stage and thereafter immediately starting the engineering work. A reply to this proposal was awaited. It was also claimed that animal waste from the Hong Kong side of the border was

responsible for pollution of the river. The report of the interview concluded by referring to the losses caused by floods

on 26 September adding that people hoped the two governments would soon tackle the problem which was important to people's livelihoods and the safety of their property.

Shenzhen Vice-Mayor Zhang Hongyi expressed hope of early progress on regulating the Shenzhen River at a meeting

with a Meeting Point delegation on 16 Nov (SSZD, TKP 17 Nov).

SSZD (19 Nov) reported the adoption of a LegCo motion

calling for work on regulating the Shenzhen River to be started

in 1994. It added that LegCo members had criticised HKG's

handling of the questions of regulating the Shenzhen River and

flood control in the western and northern New Territories.

An article in the SSZD of 15 November by a member of

the Hong Kong and Macau section of the Policy Research Office of

the municipal party committee commended Hong Kong's experience

in dealing with traffic flows.
