Li Ka-shing visited Peking to attend the signing of contracts on the development of Yantian Port in eastern Shenzhen. He called on Li Peng and Zheng Rongji (SD, SSZD 6

Oct).

Liu Zhijiao, Director of the Traffic Bureau of the municipal Public Security Bureau addressed a meeting of representatives of Hong Kong lorry drivers, inviting them to raise suggestions on improving traffic management. There were reportedly 16,471 traffic offences committed by Hong Kong drivers in the first 9 months of this year; several drivers were repeat offenders, up to 15 times in at least one case. In the same 9 months there had been 44 accidents in which 21 people had been killed. The drivers' representatives were given telephone numbers for use in making reports and suggestions (SSZD 7 Oct).

In a speech to the Shenzhen Society for Economic Research in Hong Kong and Macau, Wang Zhongfu (Chairman of the society) called for study of convergence of Shenzhen's legal system with that of Hong Kong (SSZD 21 Oct).
