amount of protected farmland in Guangdong is to be not less than 30m mu (2m ha). The costs of establishing such farmland are be shared 70% by counties and 15% each by municipalities and

The
Guangdong's grain output is expected to fall by 9.9% to 16.3m tons this year, following a 3.4% decline last year. province's farmland declined by 118,760 ha in 1991 and by 227,000 ha in 1992 to 3.233m ha. It has declined further this year by 312,000 ha used for industrial, commercial and residential development (CDBW 21 Nov).

According to an article (in SD of 17 Oct) marking world food day, about half the grain on the market in Guangdong is
imported from outside the province. Consumers' demands for good quality grain are rising, especially in the towns of the delta
area, to the extent that poor quality grain cannot be sold despite its low price. 6-8% of grain in the province is lost because of damage by pests. About 70% of grain harvested in the province is stored by peasant households for their own use, and
between 700,000 and 900,000 tonnes of grain is lost each year [ie including that kept by peasant households for their own use]. Agricultural losses experienced by Guangdong this year
because of cold weather, typhoons and other disasters are
estimated at Y12.2bn, four times the total for 1992 (according
to SD of 31 Oct). The provincial authorities reportedly
consider that the winter sowing area should be increased by 13%
over last year's total of 800,000 ha and the area for grain
should be increased also by 13% over last winter's 200,000 ha in
order to reduce shortages.
B32.
Following an incident on 11 October, in which a
pregnant young woman was subjected to a prolonged assault by a group of hooligans while a hundred or more bystanders took no
action to help her, provincial Public Security Officials held a
meeting on 15 October calling for an intensive investigation and
appealing to the public to help in such crimes (SD 16 Oct).
