The President of the Guangdong Higher People's Court Mai Chongkai held a press conference on 28 October at which he announced death sentences on 7 local officials including the former Director of the Shenzhen Housing Bureau Chen Binggen and former Huizhou Public Security Chief Hong Yonglin. The latter was said to have received bribes of more than Y348,900 and HK$914,000 as well as having unexplained assets exceeding Y693,700 and HK$1,444,900, amounting to total illegal income of more than Y3m. Following endorsement by the Supreme People's Court, the 7 were executed on 29 October (SD 29, 30 Oct).

Provincial Deputy Party Secretary Zhang Guoying made a televised speech on opposing corruption, during which she referred to the execution of various corrupt officials including Hong Yonglin. Wide publicity was given to Zhang's speech as well as to an article by the commentator in the PD on the anti-corruption campaign (reprinted in SD and SSZD of 30 Oct). The General Office of the Shenzhen Party Committee issued a notice calling on subordinate party committees and governments to organise the masses to study Zhang's speech and the PD

A former Vice-Mayor of Shaoguan, Yang Zeshang, was sentenced to six months re-education, fined Y5,000, expelled from the Party and dismissed from his post after being caught by Public Security officials while consorting with prostitutes. While in Guangzhou in September to attend an economic conference, Yang was said to have visited a brothel after being invited by a Hong Kong businessman to have drinks in a
restaurant (SD 3 Nov).

SD (13 Oct) published regulations recently passed by the Provincial People's Congress Standing Committee on the protection of farmland and water and soil conservation.
