The ethylene plant at Guangzhou will cost Y4.69bn and
be Guangdong's biggest industrial investment so far. It will
have a capacity of 115,000 tonnes of ethylene per year. Construction is expected to be completed by the end of 1995. The Maoming ethylene plant is designed to have an output of
300,000 tonnes and its target date for going into operation is
June 1996 (SD 8, 9 Nov).

Ten people aged 28-38, eight of whom are Communist
Party members, were selected as Outstanding Young People of
Guangdong, out of 1,860 nominees (CSD 20 Sept).

In a speech to a conference of newsworkers, Provincial
Party Propaganda Chief Yu Youjun said that the media in
Guangdong should observe 6 principles, including publicising the "one centre and two basic points" [emphasis on economic reform
as prescribed by Deng], maintaining unanimity with the party centre politically, concentrating on positive propaganda etc. Provincial Party Secretary Xie Fei warned journalists to avoid one-sided reporting. Deputy Party Secretary Huang Huahua laid stress on journalists' roles as "mouthpieces of the party, the
government and the people" (SD 23, 25 Sept).

In an interview with Xinhua (reported in SD 23 Sept),
Guangdong Party Secretary Xie Fei said, that Guangdong had taken
measures to address the current economic difficulties and was
now concentrating on reform of the financial system. This involved speeding up the development of Guangzhou as a financial
centre, extending Shenzhen's experience with its stock exchange to the whole province, promoting more share flotations, and reforming methods for the use of retained foreign exchange.

The manager of the People's Bank of China in Guangdong,
Zhu Wanli, announced that success had been attained in
readjusting the financial order in line with the conclusions of
