Coordination in Major Infrastructural Projects between Hong Kong and China
Introduction
In March 1993, United Democrats of Hong Kong (UDHK) prepared a position paper on "Mutual Coordination in Major Infrastructural Projects between HK and China" (Annex A). Its approach stems primarily from the proposed Zhuhai-HK Bridge. UDHK is awaiting a formal response from the Administration.
UDHK' Proposal

In brief, UDHK proposes that a permanent and systematic consultative machinery be established to improve the exchange of information on infrastructural development with authorities in the Pearl River Delta (PRD) region and provide a forum for discussions between HK and the various provinces and cities regarding the possible interface of infrastructural projects.
Existing Arrangements

The idea of and call for "joint-planning" or "a permanent and systematic consultative machinery" has, so far, been considered unnecessary and undesirable for the following
reasons:
(a) there are already various channels for communications between HK and China on issues of mutual concern. So far, these have found to be generally effective for Hong Kong's purpose;
(b)

better results might be achieved by pursuing dialogue through informal liaison channels rather than a formal, high profile mechanism; and
coordination and liaison on a project by project or sector by sector basis has proved adequate so
far.
