Annex C

Extract from the Minutes of the

LegCo Panel on Transport Meeting held on 9.2.93

15.

Members noted that the experience in 1992 to

extend the opening hours of the MKT Crossing by two hours

to 10 am had successfully reduced the length of the

China-bound queue by 4 km. Members unanimously felt that

the immediate solution to this long-standing problem would

be for round-the-clock extension of the opening hours of

the crossings to spread out the traffic volume. Mr Telford

agreed with Members that this would be the ultimate

solution. Yet he indicated that still some time would be

needed to secure arrangements like funding and mutual

arrangement with the Chinese government.

He answered

Members that the two parties had monitored closely the

projected figures of increase in freight transport for the

purpose. Mrs CHOW questioned about the need to keep on the

observation as the need was already

thought that the Chinese side should be given prompt

suggestions and an action time-table to adhere. Members

requested that the Administration should consider, as an

initial measure to extend the operating hours of the MKT

Crossing by thirty minutes in the morning and at night

respectively. Members also asked that this should be

implemented

as possible, and in any event within

soon as

half a year's time.
