1. I am afraid that August is the time for skeleton-discovery. This year is no exception I am dismayed to find that we still owe you an answer to your minute of 24 March to John Morris on the above, as well as the draft 1993/94 Agreement; and Far Eastern Section's objectives.

Conclusion of the 1993/94 Agreement
3. As I think you would expect, we have few comments on the 1993/94 draft. I agree that we still need your paper on the Basic Law exchanges. We may next year want to commission a
paper on "Lessons for Future Policy" based on analysis of our tangle with the Chinese over the Governor's electoral
proposals. But let us complete the story on that first.
Apart from that, we have one other item which we would like
to see added to the list of major items of responsive work: that is a compilation of the information on personalities that exists both here and in Hong Kong into an LPR. That is something which Helen Brooks, once she is in post, might be able to coordinate at the Hong Kong end, subject to the Political Adviser's agreement.
