We understand from the Technical Department that they have agreed to lend you four units until the FCO ones are received. 2. These unit will come to ISD (0) in the first instance, then on-passed to Hong Kong.

We would be interested to know where the phones will be Located and, what storage facilities exit for the Top Secret Key material at each location? Please confirm that only UK based officers will have access/use of the equipments.

Will you require a key fil unit for each phone? If it is possible to work with less that one per phone, the Technical Department would be very grateful.
