1. I attach a letter from John Walden, ex-Director Home Affairs, HKG, enclosing a copy of a chapter he has written for this year's "Other Hong Kong Report". As you see it was aimed at the Secretary of OPD (K) and obviously designed to influence their deliberations, but has fetched up first with HKD. Subject to your views, I propose to forward it to the Cabinet office out of courtesy. But I shall explain that it reflects the radical, pro-democracy end of the spectrum of Hong Kong opinion, and recommend that it need not be circulated to OPD (K) members (it is apart from anything else inordinately long!)

My impression is that the "Other Hong Kong Report" does not attract much attention these days in Hong Kong (the last time I recall it featuring prominently was in 1989). But it would be useful to know when they plan to publish this year's, in case the talks give a little more impetus to its public reception. Any ideas?
