Thank you for your letter (by fax) of 2 February to Johnathan Marshall regarding the Republics of Estonia, Latvia and Lithuania.
I have spoken to our Eastern and Research Departments. They agree that due to the different way the Baltic States are treated to the rest of the Republics (ie not subject to certain military restrictions), the Baltic Republics of Estonia, Latvia and Lithuania should be classified under 'Western Europe'.
