NCNA SPRING RECEPTION
1. As you know, Zhou Nan used the NCNA Spring Reception to make another of his statements attacking the "British Hong Kong" Government over Constitutional Reform. I noticed from the HKG media summary that no HKG officials attended.
2. This is very unusual. The NCNA Spring Reception is a very major event. In previous years there have been two or three thousand attendees, including at least a hundred from HKG, and all Legislators. The Governor has in the past given
a brief and (apart from the one immediately following Tiananmen) uncontroversial speech.
3. I do not know whether HKG decided not to attend, or no invitations were sent to them. It is possibly the later judging from the lack of invitations to HKD or FED to attend any Embassy functions this Chinese New Year.
