1.

TUR asked certain DT's to consider what information they might submit to the UN Secretariat under our Article 73(e) obligations to add to working papers written about them by C24. We have been considering what we should provide, given that we consider C24's work to be irrelevant to our DT's and do not cooperate with it. At the same time we do not wish to deny ourselves the opportunity to put right any falsehoods that might slip in to C24 working papers.

2. We should draw a clear distinction between information papers prepared by C24 about our DT's and information we are obliged to submit pursuant to article 73 (e) of the UN Charter. In the former case we need not get involved if we do not want to, whereas in the latter case we should carry out our obligations correctly. Any information which we supply to the UN under Article 73 (e) of the Charter should be strictly in conformity with the terms of the article (ie it should consist only of quote statistical and other information of a technical nature relating to the economic, social and educational conditions in the territories unquote and should be provided to the

Secretary-General.

3. The papers cover areas outside the scope of 73(e). We have

no obligation to comment on them. It may, however, be in our interests to do so, in order to put right any false impressions which could be damaging to the interests of the DT's concerned

We should though we doubt the membership is wide or influential. therefore retain our freedom to comment, but without repeat without reference to the 73 (e) exercise. Should the Secretariat
