I understand that Mr Goodlad has now mentioned to the Governor the existence of Sir P Cradock's manuscript. The Governor's reaction was sharp. If the PUS agrees with what is proposed, we should immediately let the Governor know that Sir J Coles proposes to discuss issues raised by the manuscript when he visits Hong Kong at the beginning of next week. I have amended the draft telegram accordingly.
