Chen Ziying of the Hong Kong and Macao Affairs Office said the Chinese had no difficulty with resuming meetings of the Airport Committee. what was crucial was if the British could now put forward a new financing proposal consistent with the MOU.

Zhou Nan quoted as saying he was cautiously optimistic about the talks. As long as the two sides had the same sincerity, even the most difficult questions could be resolved.
