Qian Qichen told an Urban Council delegation on 14
October, that if there were no agreement between the
Chinese and British governments on the 1994/95 election arrangements and if the District Board and Municipal Council elections were carried out on the basis of British
proposals for full direct elections, not only LegCo members
but also all District Board and Municipal Council members
would have to get off the train on 30 June 1997; new
elections would then be held. Qian repeated that the Chinese side opposed the abolition of appointed members in
the District Boards and Municipal Councils but added that
the ratio of elected members could be increased gradually
(Hong Kong press 15 October 1993).

Chan Yeuk-sat quoted Qian Qichen as saying that as regards the two municipal councils providing there were no big changes, problems about a through train would not arise, but if there were big changes such as full direct
elections for members of the councils then they would arise
(HK Economic Times 15 Oct 1993).

Jiang Zemin told a DAB delegation that he
considered the question of the stability of the Hong Kong civil service as extremely important, especially as regards the police and disciplined services. Jiang said he sympathised with the concern of civil servants who had been
involved in the British nationality package and he clearly
understood the importance of these people in regard to a
smooth transition. He added that in the past civil
servants naturally had had to carry out the HKG's policies (HK press 21 July 1992). South China Morning Post (21 July 1992) reported that Jiang Zemin had told the DAB delegation
