You refer to the 1984 and 1988 Green papers and the 1988 White Paper. You will recall that the last of these stated that functional constituencies should be substantial and of importance to the community. The White Paper also made clear that there was a case for enlarging popular
constituencies. The Governor's proposals are fully consistent with these aims.
As you point out there have been increasing demands from Hong Kong people for a greater say in their own affairs: the Governor's proposals attempt to address these demands. What has been proposed is not in our view in contravention of either the Joint Declaration, the Basic Law or previous understandings and agreements reached with the Chinese Government. We are pleased that is has been possible, at last, to discuss the arrangements for the 1994/95 elections with the Chinese. We hope that with good will on both sides it will prove possible to reach an understanding that we can recommend to the Legislative Council.
