1. Thank you for your comments on the letter from JAPOD to Mr Goodlad, which we have incorporated into our draft reply. With apologies for being tedious, we would like to strengthen the letter by redrafting one of our original sentences, and would be grateful for your confirmation that what we propose to say is accurate.
2. The original reads: "Much work has been done to ensure that the laws of Hong Kong do not conflict with the provisions of the Bill of Rights (and by extension the provisions of the ICCPR as applied to Hong Kong), and I do not believe that any laws, electoral or otherwise, could be passed which conflicted with these provisions."
3. We would like to redraft as follows: "Much work has been done to ensure that the laws of Hong Kong do not conflict with the provisions of the Bill of Rights (and by extension the provisions of the ICCPR as applied to Hong Kong), and the Bill of Rights Ordinance provides that any subsequent laws passed by the Legislative Council may not restrict the rights and freedoms established under that Ordinance." bases the reply more on fact than opinion.

Perhaps you could let us know tomorrow whether this represents the legal position correctly: I have a feeling that the real position may be slightly more complex.
