To remind FCO that UK Government has the moral and legal responsibilities to ensure that the future constitutional arrangements have to comply with:
(a) the International Covenant on Civil and Political
Rights (ICCPR); and
(b)
the wishes of HK people

The functional constituency elections and the proposed Election Committee are not in accordance with the requirements of Articles 25 and 26 of ICCPR and the Sino-British Joint Declaration because they give a small sector of the population the privilege to have additional votes in LegCo elections. They are also against the spirit of "one man one vote".

A survey conducted by the Joint Association indicated that 90% of their respondents were of the view that the future constitution development has to be acceptable to the people of Hong Kong. Although this principle is accepted by the British side, Hong Kong people do not have the right to participate in the talks. They are even deprived of the right to know. mechanism is set up to gauge the views of the people to ensure that the outcome of the talks is acceptable to them.

Can the UK Government guarantee that arrangements for the 1994-95 elections and the future constitutional development will meet the standards of the ICCPR, especially Articles 25 and 26?
How can the UK government ensure that the arrangements for future elections are acceptable to people of HK?
