1. As requested I submit a draft reply to the letter to the
Minister from Mr David Martin MP. The substance of the
reply is the same as that of a letter the Minister sent
to the Rt. Hon. Virginia Bottomley MP on 20 January. Formally policy on the issuing of passports is a matter for the Home
Office. I have therefore cleared this reply with them.
