1. As requested in your minute of 20 October, I enclose a short note on China/Hong Kong updating the PUS on the
negotiations and covering other issues likely to be of
interest to Sir Adrian Swire.

2. The PUS will find Sir A Swire worried about the
implications for Swires and Cathay Pacific if we fail to reach agreement in the talks. Swires have been characteristically careful not to betray this in public, but Sir A Swire will probably bend the PUS's ear in private. We have deliberately
avoided radiating any optimism about prospects for the talks despite the encouraging signs of movement from the Chinese side during the last Round. But the PUS might say privately
to Sir A Swire that there have been one or two chinks of light
recently, and that although we are not counting any chickens, we are working hard for agreement and are not expecting any
dramatic decisions from OPD (K).
