Despite the discouraging lack of progress in the talks so far, we continue to believe that a satisfactory agreement with China is a prize worth having and, within our timescale, we intend to continue working energetically to that end. But any agreement will need to provide for arrangements for the 1994 and 1995 elections that are open, fair and acceptable to the people of Hong Kong. In due course we shall need to introduce legislation on the remaining electoral issues. preference remains to do that with China's approval.
