Dear Lord Howe,
You led a delegation to our country a year ago and received the attention and welcome of the Chinese People's Institute of Foreign Affairs and other relevant departments. Your visit is conducive to the enhancement of mutual understanding.
I have received your letter dated June 23, 1993 and the report of your delegation on the visit to China. I learned that you would like to know the reaction of the relevant Chinese departments to your report. I hope you will not mind if I tell you frankly that the Chinese side does not appreciate this report, because it fails to tally with facts in many regards, not to mention the inappropriate comments on the internal affairs of a sovereign state on the basis of such a report. I believe that is inappropriate and will not help the British people really understand China.
China has all along maintained that the affairs of a country should be run by its own government and people without the interference of others. We are in favour of dialogues on human rights and other issues on the basis of mutual respect and complete equality in order to enhance mutual understanding. As to different
