The other day, the Chinese Ambassador came to address Our Conservative Backbench Foreign Affairs Committee and left us in no doubt that he sees Chris Patten's announcement on constitutional development on the October last, to be a departure from the Joint Declaration agreed between our two countries.

I think it would be helpful if the Foreign Office were to set out in note form, the provisions of the Joint Declaration and the Basic Law with regard to democratic developments and indicate, where, if at all, difference arise between what was set out therein, and the Governor's package.
You will appreciate that we will be seeing the Chinese Ambassador from time to time and it would assist us in the better understanding between our two countries, if we make the progress required by way of political development in the run up to 1997.
