LETTER FROM LORD SHAWCROSS
1. Lord Shawcross has replied, for the second time, to the Secretary of State's letter of 26 January about Hong Kong and an International Law Commission. The Secretary of State has
replied to the first letter. Presumably the letters crossed. Lord Shawcross raises no new points in his letter. I suggest that on this occasion the Private Secretary simply send an acknowledgement. I submit a draft Private Secretary reply.
