Mr Robert Adley MP telephoned me this morning. He had just come from breakfast with Ms Zhang Youyun, the Chinese Foreign Ministry official who is at present leading an official delegation to Britain from the Chinese Ministry of Labour.

Mr Adley raised two points with me. The first concerned appointments with Ministers for Ms Zhang. said that he had discussed this briefly with the Secretary of State and Mr Goodlad in the House of Commons yesterday. Mr Goodlad was already due to see her (at 16.30 on 23 March). The Secretary of State had also expressed interest in meeting Ms Zhang if this could be arranged. Naturally he had not mentioned this to Ms Zhang: but he hoped that a meeting would be possible.

I asked Mr Adley if he had the impression that Ms Zhang had come to London with a brief on Hong Kong. He said he did not think so: but he believed that she was still involved in discussions on Hong Kong behind the scenes.

Mr Adley's second point was to ask if he could call on me for "a private talk". He was very worried about developments over Hong Kong. He would find it helpful to talk things through with me and to discuss "how to get matters back on the rails".

Ms Zhang's visit was discussed briefly at the Secretary of State's office meeting yesterday afternoon, and Mr Goodlad raised the matter again with me later. am not personally convinced that Ms Zhang is in a position to act as a channel on Hong Kong, or
to exert any particular influence on Hong Kong policy.
