Thank you for your letter of 5 April enclosing one from your
constituent Mr B J Morgan of 66 Marlborough Avenue, Goole,
N. Humberside, about Hong Kong.
I am sorry that Mr Morgan is unhappy with the performance of Chris Patten. As you know he continues to enjoy the full
support of the Government for his approach in Hong Kong. It
is not the case that he has a lack of adequate advice. In
addition to the advice of Foreign Office officials both here
and in Hong Kong, Chris Patten is, of course, acting with the advice of his Executive Council, which includes people with a wealth of experience of Hong Kong and China.
Mr Morgan also suggests that the government is considering opening formal diplomatic relations with Taiwan. This is not the case. We have diplomatic relations with the People's Republic of China and recognise that Government as the sole legal government of China. In Taiwan, British interests are looked after by the non-governmental Anglo-Taiwan Trade Committee. This body has recently been reinforced by senior expatriate staff on secondment from government service. This may be what has misled Mr Morgan.
