CHINESE DISCRIMINATION AGAINST JARDINES
Problem
19
1. Jardines (Sir C Powell) have asked us to raise with the
Chinese side in the context of the talks on Hong Kong
evidence that Jardines are now the subject of discrimination
as a result of a central directive.
Recommendation
2. That the Embassy in Peking should take this up with the
Ministry of Foreign Trade and Economic Cooperation (MOFTEC),
saying that we have information that Chinese companies have
been instructed to stop all business with some British
companies and pointing out that this is not compatible with
the obligations of membership of the GATT. To achieve
maximum effect this should be done before the Chinese side of
the EC/China Joint Commission leave for talks in Brussels on
28 and 29 April. I submit a draft telegram.
