It is impossible to expect China to agree to a through train for both the system and the passengers. But the Chinese side will be more specific on the criteria for the through train as stipulated in the BL.

Apart from swearing allegiance to the SAR and support for the BL, Annex II to the BL and the NPC resolution have clearly stated that members of the first SAR Legislative Assembly riding the through train must be confirmed by the SARPC.

As the SARPC is not yet in place, it is impossible for China to make any promise now on waiving the "ticket inspection" system.
