The Chinese side will raise concrete proposals at the seventh round on how the Election Committee and the nine new functional constituencies should be formed. Among the things that happened at the sixth round that are conducive to the talks are concrete proposals raised by the Chinese side and a more flexible response by the Chinese side to the British demand that issues should be resolved together and not in a piecemeal manner. On the Election Committee, the Chinese side will agree to a "one man, one vote" system, except for the category that comprises former political figures and local delegates to the NPC and CPPCC.
It is hoped that Douglas Hurd's visit will facilitate the talks. The Chinese side sincerely hopes that an agreement on the 1994/95 electoral arrangements will be reached soon on the basis of the "three conformities".
The Chinese side wants good progress at the seventh round, but work can only be done in accordance with the "three conformities". The Chinese side's sincerity has been very clear up to this stage. As for the British, the Chinese side will observe their actual deeds.
If both sides are sincere and work according to the "three conformities", the talks will achieve good results. (On reports that the Chinese side wishes to first discuss the 1994 electoral arrangements) The talks are on both the 1994 and the 1995 elections, but one cannot discuss everything at the same time. (On Douglas Hurd's visit) I hope the two
foreign ministers will be sincere and will cooperate on the basis of the "three conformities" for the good of HK.
(On Mr Hurd's visit) It is difficult to imagine that Britain is about to make any compromise on its proposals to enhance democracy in HK. We have to wait and see. But as long as Britain is sincere, China will not make things difficult.
