The British side is trying to use the Chinese side's failure to provide "objective criteria" for the through train as an excuse for implementing the Patten package.

If the British unilaterally implement the Patten package, there would be no convergence or the through train. By stressing the through train, the British side is putting the blame for damaging the talks on the Chinese side.

Michael Sze's remark on the through train is very misleading. The crux of the issue is whether the 1994/95 electoral arrangements can converge with the BL. is unreasonable to demand an unconditional through train.
